Google is indexing only 1 language per url

As I am started to working with google search console, I have noticed that from my OJS3 site, which have 2 installed languages, only one (primary) is indexed. It can be a problem for us in the future. According to google multilanguage sites should use separate urls for every language. But, obviously, we have 1 url for all. I have checked the indexing by their google scanner and it really shows only 1 language for the page.

Is there a possibility to bypass this restriction? maybe add separate url`s for different languages? Or there is a possibility to add crucial html tags (like title element) on different languages on 1 url?

Please check here, Google submit URL does not indexing again, because I just checked today and it does not work again. I think Google should index every new article submitted through Google Submit URL. And sorted it then to rank it. Because Google is a search engine which means having to index every new article and then sorting out which one can rank well and which is not necessary.

I'm surprised that he's surprised that people used the fetch and request tool that much. That tool is essential with our site because i've seen multiple instances where, if we allow google to simply crawl the blog index and find the article, from time to time they will list the blog index for crucial keyword phrases rather than the article page. Then the blog index page will rank in like, the 70th position while the article would otherwise be ranking in 2nd position. So not using it can cause serious keyword cannibalization issues.

I can respect that but in terms of cost efficiency, did you take that into consideration when you're posting your recommendations? I obviously don't know your results from your tests but factoring in plans/prices into the overall equation should be noted to obviously give a fair rec, but you're entitled to type whatever you like mate.
